Heartceter (/hɑːt/ /ceter/ [Translation Unavailable]) is a subtropical Large City located in Dellmont Dutchy, Castfordia Landgrave, within the Sylvanian Empire.

The name Heartceter is derived from the Sylvin language, as Heartceter was founded by Brilêj Spenceley, who was culturaly Sylvin.

Climate

Heartceter has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 14°C (57°F). Heartceter receives an average of 142 cm/y (55 in/y) of precipitation, most of which comes in the form of rain during the spring. Heartceter covers an area of nearly 312 km2 (124 mi2), and an average elevation of 2634 m (8641 ft) above sea level.

Overview

Heartceter was founded durring the late 17th century in late spring of the year 1582, by Brilêj Spenceley. The establishment of Heartceter was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Brilêj Spenceley struck deals with nearby nations and communities to establish Heartceter as a prison colony.

Heartceter was built using the conventions of Sylvin durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Heartceter is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Heartceter is buildings are speckled and packed arround spacious carved bedrock streets with seemingly no patern to them. It appears as if the city's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a city. The city is in posession of a finaly crafted dwarvern style fortified fighting wall, completer with lower, middle, and upper battlments for use in sloped-fire defence stratagies, murder holes, and statues which may or may not be constructs, and, of course, MERTICULATIONSshortsizename is one of the wealthiest and politicaly connected settlments in the world.. Heartceter's Ragnarock-era relics are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Heartceter seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are smiling, quietly exchanging words with a friend, or simply enjoying the day as they work. It reminds you of an evening at home as everyone dined, having run out of things to talk about and embraced the savory meal before them.

Civic Infrastructure

Heartceter possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.

Heartceter has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Heartceter has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Heartceter. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Heartceter's parks.

Heartceter has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Heartceter.

Heartceter has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Heartceter has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Heartceter has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Heartceter has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Heartceter possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Heartceter's grid is powered by a boiler and turbine based power plant.

Heartceter's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Heartceter has a first rate hospital which caters to anyone in need of long term medical care.

Heartceter has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.

Heartceter has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Heartceter's natural decorations nor waterways.

Heartceter has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Heartceter has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Heartceter has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Heartceter is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Heartceter's chapel was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

In Heartceter there are unidentifiable people in the fog, but it seems to be okay.

The Skin Stitcher near Heartceter are known to be a mutant strain of the creature.

Heartceter's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves sacrificing an animal to channel Mysticism energies of tier 3 via chanting.

It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job. History

Heartceter is in secret rebellion against their ostensible liege, having cut deals with his enemies, plotted to betray him for their own gain, or bridled under his tyranny and sought a better lord. The community’s leadership is all in on this plot, and outside viceroys or representatives are being kept carefully ignorant of the reality. The common folk may be oblivious to the truth, though they’ll doubtless have felt the same motivations and promptings that convinced their leaders to turn traitor.

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of spared the town from an attack. A small order of knights was founded in 's honor, and bears his name to this day.
